How to use the project plan

  1. Assign one accountable transition owner and a backup before creating task-level rows.
  2. Do not store passwords, MFA codes, API secrets, or other authentication credentials in the project-plan CSV.
  3. Keep IRIS access and filing-system migration separate from the underlying determination of whether an information return is required.
  4. Map source data and complete payment reconciliation before treating an export, upload, or provider file as submission-ready.
  5. Document provider dependencies, acknowledgements, rejected-submission handling, and corrections instead of assuming a successful file creation equals IRS acceptance.
  6. Use the November FIRE cutoff dates as project milestones and approve a January 2027 IRIS-only operating runbook before filing season.
